State Governance Models for Educating Youth in Juvenile Detention Facilities

States generally administer and oversee educational services in juvenile detention facilities in one of three ways:

*Designating a statewide school district to deliver educational services in juvenile detention facilities.
*Directing a state agency to oversee and operate schools in juvenile detention facilities.
*Allowing facilities to partner with local school districts to oversee educational services.

This Policy Brief explores in depth these three types of governance models and draws on examples from 14 states to illustrate each type.
