Pre-K and Charter Schools: Where State Policies Create Barriers to Collaboration

Both charter schools and preschools have shown tremendous potential to change the educational and life trajectories of low-income kids. Current policy and practice in some states limit the ability of charter schools to offer state-funded pre-K programs. This report looks at those barriers and creates recommendations for policy and advocacy.
